Nice little game, this one. Has a very big cliche / Austin Powers feel about it...
You have to build up and run an evil lair on an island, while also attempting world domination and notoriety. The island part of the game is very RTS-like, so you lay out and plan rooms, traps, objects etc... this way. You get minions to do things, who can also be trained to do other things. You can set up a 'front' to lure away investgators and spies, or you can just kill em all. :)
The world domination screen is basically a world map, where you can send minions / henchmen off to do certain tasks. You can also discover secret tasks and do other stuff...
Loads of fun, especially watching a minion interrogate someone by singing Michael Jackson songs and trying to moonwalk in front of them. :) Oh, and having freezer racks full of dead bodies.
No multiplayer aspect, but the single player should keep you amused for a while...
