Well, I installed the game tonight and started playing. 3 hours later and I can't wait to get back into it (but need sleep).
For those that don't know, TC: SOLA is basically a cross between GTA3 and a police game. You are a special police officer who has certain missions, but like GTA there's plenty of side missions to do. Game engine is very similar to GTA, but seems more refined.
Personally, I lost interest in GTA pretty quick, but TC is different. If you don't want to continue with the story line at any point in time, you can cruise the streets and find random crime happening. There's always something to do. There's a more sophisticated hand-to-hand fighting system too, so you can pull off some nice combos after a little practice (or a lot of key-mashing ;) ).
I've just finished the first episode and managed to do it well enough to gain access to the bonus round, which offers an upgrade of your choice (assuming you complete the task given). Story line seems good, but I don't think it lasts too long. However, there's plenty to do. The game map is a copy of the real LA, so it actually takes a good 20 minutes to drive to to a different area. I downloaded a true map of LA and printed out the area I'm in now, and it's exactly the same. It's great.
All in all, I'd seriously recommend most people take a look at this game. It's more involved that GTA3, and with a fighting system similar to Oni, yet based on a police theme, it's shaping up to be a hell of a lot of fun.
Initial score - 4.5 / 5
Updates will follow.
